Can the MPPT 150 / 70D bulk value of solar charge controller be set to 58.4v?

Hello, bulk has no voltage value setting. It shows that the stage is equal to the interval value. The voltage value lower than ABS is in bulk stage. You can set the ABS voltage value to 58.4v.
